UPSTREAM'S REGULATORY SOLUTIONS FRAMEWORK™
Helping Regulators Address Complex Organizational Challenges
Different Challenges
Regulators face a wide range of organizational challenges.
-
Some are well understood and require focused expertise, facilitation, planning, or implementation support.
-
Others persist despite previous efforts and require deeper investigation to understand underlying causes.
-
Still others reflect opportunities to strengthen the organizational systems and capacities that support long-term effectiveness, performance, adaptability, and public protection.
Organizational Practice Areas
Whether the objective is solving a specific problem, understanding a recurring issue, or strengthening long-term organizational capability, the Regulatory Solutions Framework™ (RSF) helps organizations address challenges and opportunities across interconnected organizational practice areas.

-
Best suited for recurring organizational problems where previous solutions have not resolved the issue and underlying causes remain unclear.
-
The Regulatory Problem Systems Review (RPSR) is a structured, participatory problem-solving process that helps leadership teams develop a shared understanding of recurring organizational challenges, explore the organizational influences contributing to them, and determine the most appropriate path forward.
-
Rather than receiving a consultant's diagnosis at the end of the engagement, participants progressively build and confirm their understanding through three facilitated Working Sessions and Confirmation Reports. The final Response & Roadmap Report reflects the organization's shared conclusions and agreed direction.

We Speak Regulator™

Ontario Regulatory Modernization Index (ORMI)
Ontario's regulatory intelligence service for governance modernization

The Ontario Regulatory Modernization Index (ORMI) is Upstream Management Solutions' proprietary regulatory intelligence service, providing ongoing analysis of governance modernization across Ontario's professional regulatory sector.

Using publicly available Board and Council agenda materials, ORMI tracks emerging priorities, modernization initiatives, governance attention, and organizational practice trends across Ontario regulators.
ORMI helps regulatory leaders understand not only what individual organizations are doing, but also the broader patterns and shifts emerging across the sector.

ORMI helps answer three important questions:
-
Where is regulatory modernization occurring across Ontario?
-
What governance and organizational practice themes are emerging across the professional regulatory sector?
-
How are Boards and Councils allocating their limited time and attention to modernization priorities?
Why ORMI Matters
Regulatory organizations increasingly operate within a rapidly evolving environment shaped by legislative change, public expectations, technological innovation, governance reform, and changing regulatory practice.
ORMI provides independent, evidence-informed intelligence that helps organizations:
-
understand emerging sector trends
-
benchmark governance priorities
-
anticipate future developments
-
support strategic planning
-
inform Board and executive discussions
-
strengthen organizational decision-making
Rather than relying on anecdotal observations, ORMI provides structured intelligence based on what Ontario regulators are actually discussing, approving, and prioritizing through their governance processes.
Who Uses ORMI?
ORMI is designed for:
-
Registrars, CEOs, and Executive Directors
-
Board and Council Chairs
