Upstream Management Solutions (UMS) is a boutique consulting and training practice focused almost exclusively on professional regulation and public-interest oversight environments.

About Jordan Max

We Speak Regulator™

 

Jordan Max is the founder of Upstream Management Solutions and the creator of Upstream's Regulatory Solutions Framework™.

 

Drawing on more than 25 years of experience across government, regulation, policy, strategy, performance, learning, and organizational improvement, Jordan helps regulators understand challenges, identify appropriate responses, and strengthen organizational performance in the public interest.

​

His experience includes senior roles within the Ontario Cabinet Office, the Ministry of Community and Social Services, and Professional Engineers Ontario.

 

Practical Experience in Regulatory Environments

Jordan has worked extensively within public-sector and regulatory environments where governance, accountability, risk management, public protection, and stakeholder expectations must be carefully balanced. This experience provides a practical understanding of:

  • Board and Council governance

  • Regulatory decision-making

  • Policy development and implementation

  • Strategic planning and performance

  • Organizational learning and improvement

  • Regulatory modernization and change
